the thing is the .turn / @turn command can b a real b*tch specially sine after you do that you have to code EVERYTHING after it according to the command >.< believe me I tried

you can also try changin the route change in BVE Route Randomiser (as spelled on trainsim). You can change the route change to 100% and put it on Good Adhesion and change the time to real time. Also relocate the trains that usually exist on the local track. It worked for me i got the E to run local from Jamaica Van Wyck to 23rd St-Ely Avenue. But as said before it varies.
