Apparently it's to keep track of who's downloading what and at what time. However, isn't it possible for someone to download something on another computer and then flash drive it and then redistribute it? Too many flaws and all it does is increase the amount of steps it takes to download something, but that's just my opinion.

True, but hopefully this measure will make some difference.

The main purpose of it is simply to add another step, and control variable to the downloads section.
